Service Description: Utah’s combination of high altitude roads and copious amounts of winter snow create unique safety and maintenance challenges for mountain pass roads in the state. The Utah Department of Transportation (UDOT) is responsible for the maintenance of eight mountain passes that are closed during the winter months; two roadways in the high plateaus of southern Utah and six in the northern mountains. This winter road closure study was the first comprehensive, statewide review of all passes with winter closures, and uses uniform data and methodology to conduct a cost-benefit analysis to examine the possibility of opening some of these roadways. The study was completed in June 2014, and the data layer in the map is a line feature class with study attributes for each of the eight roadway segments.
